Senators are being told that the United States is out of step because most other countries have ratified the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), a United Nations treaty signed by Jimmy Carter and now being pushed for ratification by Senators Joe Biden (D-DE) and Barbara Boxer (D-CA).
